I agree with those who said it's a dominance thing. I'll go one step further and say it could be a demeaning/insulting act if you insist on it and she has shown dislike for it but doesn't want to upset you during the climax but you know she won't turn you away.

I like him to cum in my mouth. I'll leave my mouth wide open so he can watch it go in even. But I won't let him purposely come all over my face.
